Regulatory Laws of Signal Jammers in Ukraine

Ukraine is a country located in Eastern Europe, bordered by Russia, Belarus, Poland, Slovakia, Hungary, Romania, and Moldova. It is considered a developing country with a transitioning economy. Mobile telephony and the Internet are rapidly growing technologies in Ukraine, and signal jammers have raised concerns about their misuse.

Laws and Regulations

The use of signal jammers is strictly prohibited in Ukraine under Ukrainian legislation on radiocommunications. In particular, Article 26 of the Ukrainian Law on Electronic Communications prohibits the use of signal jammers unless prior authorization is obtained from the National Council of Television and Radio Broadcasting of Ukraine (the "National Council"). The National Council is the regulatory body that oversees the television and radio broadcasting sector in Ukraine. It is responsible for issuing authorizations for the use of signal jammers in specific cases, such as military operations, emergency interventions, police activities, prisons, and mental health facilities. Furthermore, signal jammers may be used to prevent the unauthorized use of mobile phones in areas where the use of mobile phones is prohibited, such as cinemas, theaters, churches, and mosques. However, even in these cases, the use of signal jammers is only permitted if it does not cause disruptions to essential communication services.

Effective Date

The Ukrainian Law on Electronic Communications was adopted in 2003, and Article 26 prohibiting the use of signal jammers came into effect at the same time. Since then, the National Council has issued authorizations for the specific use of signal jammers.

Legal Authorization

To obtain legal authorization to use a signal jammer in Ukraine, applicants must contact the National Council of Television and Radio Broadcasting of Ukraine. The applications must explain the reason for using the signal jammer, the radio frequencies that will be jammed, the jamming equipment used, and the contact information of the person responsible for installing the signal jammer.
