According to this law, a person who uses, possesses, or sells a signal jammer without legal authorization commits an offense and risks a fine of up to 20,000 NAD (approximately 1,250 USD) or imprisonment for up to 12 months, or both. In 2016, the Communications Regulatory Authority of Namibia (CRAN) issued a statement to remind the public that the use of signal jammers was illegal and that only authorized security agencies were permitted to use them in the course of their activities. CRAN emphasized that the use of signal jammers can have negative consequences on essential communication services, such as emergency calls, aviation navigation, and emergency service communication.

Obtaining Legal Authorization to Use a Signal Jammer in Namibia

Only authorized security agencies can apply for authorization to use signal jammers in Namibia. Authorization requests must be addressed to the Namibian Intelligence Agency (NIA) or the Namibian Police (NAMPOL).
