Article 410 of the Penal Code states that "anyone who manufactures, imports, exports, transports, possesses, or uses jamming equipment shall be punished with imprisonment for six months to five years and a fine of 200,000 to 1,000,000 Djiboutian francs."

The Regulatory Authority for Communications in Djibouti (ARCEP) is the regulatory body responsible for regulating information and communication technologies (ICT) in the country. ARCEP works with other government agencies to enforce laws and regulations regarding signal jammers.
Under Djiboutian law, the use of signal jammers is illegal, and no legal permission will be granted for their use. Therefore, there is no official procedure to obtain legal authorization to use a signal jammer in Djibouti.
